At last Blackburn and Darwen Council are taking action on litter. We're drowning in the stuff and it's depressing . Residents seem to have zero pride in their town and surroundings .

I know I've mentioned this in another thread but the amount of litter dropped on Preston New Road , from the centre up to the lights at Billinge End must have gone up tenfold in the last couple of years . I can't explain why - maybe it's become fashionable to drop plastic bottles , cans , pizza boxes , burger trays , coffee cups etc or maybe the litter bugs see it as their human right . The Council guy cleans it all up on a Tuesday morning and does a great job, but within 24 hours it's just as bad .

I really hope this makes a difference.

I can.


Tell you what's needed a widely publicised phone number to phone and blow the whistle on people chucking rubbish out of their cars. Enough dash cams around now to provide proof for drivers on their own and for those with passengers there is a ready made eye witness in the car.

I'm with you OOT, littering really is a pet hate and a source of annoyance to me too. It's just down to laziness and a complete lack of respect for your surroundings. It's not a coincidence either that Preston New Road, Whalley Range and Bastwell areas of Blackburn are worse than others.
Indeed. Got a couple of friends who live in Audley and I feel so sorry for them. They live on a corner and every time I go to see them their front garden fence is saturated with litter stuck to the bottom of it. They sometimes clean it, the council sometimes cleans it, but it’s like holding back the tide.

I agree with those saying it’s down to lack of respect for your street/neighbourhood/town. I mean it’s also down to being an asshole of course and we’ll always have those no matter what. But when it reaches the level it has in Blackburn, you can only surmise that it’s because a large number of people have no sense of pride or loyalty to their area whatsoever.

Good to see this initiative has started with some culprits already being nabbed.

However what planet is NHS worker Bari Hussain on ?

He lives in Little Harwood and said: "I do not think it's a good idea at all. We already pay council tax and we are working people. This is just a reason for people to pay more money to the council. I do not know why the fine has to be so excessive. £75 is a lot of money."

Well Mr Hussain , I have simple message for you .

Don't drop litter if you don't want a £75 fine , you f@*king d*^khead !

It's tough but shit happens. If there are to be no signs then maybe a scale of charges starting at a tenner but rising to the £75 over 18 months and implemented stringently would have served to give everyone notice through word of mouth.
Worth pointing out that plain fags would degrade quickly but it's filter tips that are the biggest problem to the environment.

Biggest issue for him personally is that nowhere in that article suggesting that if it prompts him to give up it'll raise his life expectancy significantly.

Zero tolerance as far as I'm concerned . Apparently the maximum fine for dropping litter is £2,500 so this lout has got off lightly .

Blackburn is drowning in litter . Hope they fine a lot more and the message gets through - don't drop litter .
Litter is a big problem but if the council are going to fine people like that they should at least supply an adequate number of litter bins with facilities for stubbing cigarettes out. I know we do not like smoking but we have to accept that some people smoke legally in the open air and we need so supply facilities so that they can get rid of cigarette ends. You can't put a burning cigarette in your pocket and it appears that as soon as it goes on the floor you are littering, whether you put your foot in it and pick it up again or not so facilities are necessary.

While I agree that he is in the wrong, seems like an easy target to me.

Why not get these enforcement guys and gals to go round some of the areas of Blackburn that have a serious litter issue - empty McDonalds containers and bags, chip wrappers, cans and bottles of every size and label?

Waiting for someone to drop a fag end in the town centre seems like a lazy approach to the job.

If you're going to smoke then it's your responsibility to dispose of your cigarette end responsibly . I work near the centre of Blackburn and I see lots of litter bins and many have the facilities for disposal of cigarette ends . No excuse in my opinion to just drop your cigarette end on the floor for someone else to clean up . However it would be helpful to have signs on lamp posts reminding people not to drop litter and of course more litter bins wouldn't do any harm.

A lot of investment has gone into Blackburn town centre in recent years such as the new bus station , the cathedral quarter , improvements to the shopping centre etc so I think it's only right they try to clean up that area first.

Hopefully the enforcement guys and gals will then get round to surrounding areas. As I've said in a previous post , Preston New Road , as one of the main roads into the centre is a disgrace and for anyone driving in from outside , gives an awful impression of the town You're right Wilpshire , pizza boxes , burger trays , cans , plastic bottles from the centre right up to Billinge End and beyond .

If I was in charge it'd be a £75 penalty and stint of community service spent litter picking !

That's a not unusual reaction from an ex smoker who is now typically extremely anti. I've seen it all before everywhere. Maybe it's a bit of jealousy because they still think they are depriving themselves of a pleasure. I am an ex smoker (10 years) but I'm a believer in a bit of live and let live. If there are facilities for disposing of cigarette ends then fine. I rarely venture into Blackburn these days. It's no longer my town, but I get the feeling that the facilities are either not there or inadequate. Maybe I am wrong.

Never touched a cigarette in my life Al . My Dad smoked and lived a fairly healthy life of 89 years but the smell , smoke and detritus that goes with smoking , put me off for life

I'm not extreme anti -smoking , just extreme anti - litter , hence the thread , :D but still can't accept that a smoker can litter the place just because he can't find somewhere to dispose of a cigarette end .

That's not what I said. I said there should be places to dispose of them or at least they should be able to drop them on the pavement to put them out with the foot and them pick up the extinguished stub for disposal later but apparently as soon as the stub hits the ground the enforcement guys are there with their little slips of paper and pencils with great delight and a £75 fine. I'll bet that like the traffic wardens they'll leave the Asians well alone.

I guess Morrisons counts as the Cathedral Quarter area. If so I can full understand their stance. It's like somebody getting the house decorated and re-carpeted and then someone else walking through with muddy wellingtons. If he doesn't pay then make it £150, then £300 until either he does or the Bailiff's are charged with collecting it.

If it gets over £800 I think bankruptcy proceedings can be started, or is just the Sheriff ?
