Early teens me and my mates used to walk in the fields and woods next to the road picking up discarded beer bottle (East Lancs as a rule) and cash them in at the local pub. 3d per bottle in those days. So not only does it encourage people to return used bottles it also spawns thousands of unpaid litter pickers up.

I remember collecting lots of pop bottles on the day after the 1967 Worsley Cup final at Enfield C C . ( think it was 1967 if my memory serves me right ) Made a lot of extra spending money on the deposits . As a kid , always delighted when I found a bottle in the street , fields etc with a deposit on it .

Thing is , even in these days of ‘austerity ‘ would today’s kids see the collection of bottles with a returnable deposit a profitable use of their time ?

I've been doing this for years when walking the dog around Billinge Woods. I can fill a carrier bag most weeks with cans and plastic. Dump em in the bin at the entrance on my way home and it's job done.

btw I went home once and chucked my plasterer's bath into the back of the car, returned and filled said bath with cannabis compost which had been dumped at the bottom of Killiard lane too. Very fibrous material it was and dug in to my borders it improved the soil no end. Waste not want not eh?

This is progress . Did my weekly litter pick this morning ( takes about 20 mins ) and picked up numerous plastic bottles and metal cans in a three quarters full black bag of rubbish .

I’d put the deposit at 30p and hope that in these times of “ austerity “ :rolleyes: it might make people use the scheme . If it doesn’t , then a real opportunity for youngsters to make a bit of extra pocket money by doing a litter pick themselves and taking their bag of swag to a deposit bottle bank

Doesn't it just. It's not just Asians, although they are worse than most in discarding litter, it's an absolute generation of lazy bastards that we've all spawned that's responsible.
Never mind outside McDonalds, KFC etc. most can't even be arsed clearing a table after themselves when eating in.
I'd jail anybody who was a proven litter lout.

Of course, we had street cleaners in those days, employed by the local council. If there was rubbish in the street you used to phone Fred at the council yard and they'd come and clean it up. These days it's been outsourced to a private company who are out to make a profit and don't do a proper job.

Then there's council cutbacks thanks to austerity, plus the extra costs foisted on local government by the Tories such as social care, and keeping the environment clean goes to the bottom of a long list. Thank you the Tory party

People have always littered in this country going back centuries when they chucked rubbish out of windows into the streets. But the reason why people litter is a separate matter to cleaning it up, which has become a national problem. Travelling round the country it's easy to see that the entire nation has become a complete litter-fest eyesore.

Litter louts make me so angry. I walk along the riverside twice a day and me and another chap have cleared up 12 large bin bags full of litter in 8 weeks.

Even worse are those who collect dog shit in a poo bag and then hang it from a branch or put it on a wall. I would make the retards eat it - a few years ago I caught a bloke letting his dog shit right in front of my gate; I made him pick it up (no bag!) and put it in his pocket.....I should have filmed the moment.

The Council would have to employ an army of round the clock litter pickers to keep the streets clean . A street cleaner does it up Preston New Road and does a great job on a Tuesday morning ( he's employed by the Council not a private company - I know I've spoken to him ) . By Tuesday lunchtime the litter is accumulating again , by Wednesday morning its just as bad .

Michael Gove's initiative is excellent , let's hope it gets off the ground quickly . My only doubt is with all the money that seems to be in people's pockets these days , will the litter louts think it''s worth it to return a bottle for a 10p/20p deposit ?

I've not seen a Community Payback criminal litter picking on the streets , maybe that would help , and also get them to clean up the grot spots you're highlighting BB .

The vast deterioration in sense of civic duty since the 60s would make the council’s job 10 times as difficult to keep the streets clean to the point of, as OOT says, requiring an army working round the clock.

Given a policeman recently cost the taxpayer £5,000 because he nicked a biscuit tin from his colleague and this required an investigation, what on earth would it cost us for a large-scale council project of constantly cleaning every street? Even Gove’s plastic bottle return idea is expected to cost £1 billion to set up and £1 billion per year after that. The expense of public sector services never ceases to make me light headed.

Which all leads to the current state of our national debt. £2 trillion, £2 trillion!! £2,000,000,000,000 successive governments have spent on public services that they simply didn’t have to spend. I’d be happy to have the council wipe my backside every day if the country could afford it but one thing Tory critics never seem to mention is the numbers, which simply don’t stack up.

A 17% pay rise on a £76,000 salary for 650 MPs comes to about £8.5 million. Which is 7% of BwD Council’s annual budget, 0.001% of the government’s annual budget and 0.0004% of the national debt.

The numbers don’t stack whether MPs are getting a 17% rise or a 170% one, or they’re all working for free. It’s an absolute drop in the ocean compared to the cost of any significant public service.

Anyone found littering or allowing dogs to poo and not picking up should be issued with a community order of 200 hours, as a minimum, to pick litter.

I took this photo this afternoon. The b’astard who left this should eat the contents. Disgusting.
