Heading Banned in Schools

Heading the football during practice sessions is now banned in England, Scotland and Northern Ireland for primary school kids.
It isn't banned, however, during a match as there are an "extremely limited number of headers in youth games".
Putting to one side for a moment the rights or wrongs about this decision, what are the kids being taught to do when a cross comes into the box?
Strikers and defenders just have to leave it to bounce until it's chest height or below?
How will that help them hone their skills?
What about a kick out from the keeper?
I don't get it.

Perhaps it's time to bring 'indoor football' rules into the wider game. Any ball above head height and it's a free-kick.👍

Not sure about it myself. Some people are saying it is proven to have done damage. Others say the opposite. When i played football i seemed to shy away from heading. Not sure why. Well i am quite short. As much as i love Football, Health comes first.
