Infected blood scandal: Children were used as 'guinea pigs' in clinical trials

They were given infected blood products in trials without their knowledge, the BBC has found.

I know this was long ago, but , I'm lost for words.
How could anyone do this?

Ignorance at the time I guess. Our blood products are clean and we made the mistake of believing the US were equally as safe. The issue was by paying donors in the US to give blood it attracted junkies who needed money for a fix and shared needles. I wonder how many similar cases must have occurred over there?
