More Council litter pickers is the sticking plaster . As I said in my original post , on Preston New Road the Council pick up the litter & within 4 hours the litter reappears .

Education , personal responsibility and pride in your town / area is the cure .
This bit, in spades.
If you don't have any pride in the place you live, no amount of money thrown at the problem will solve it.
Either fine them or shame them.

Exactly. The answer to every problem in society isn't the government spending more money trying to reactively fix it. If the entire country had the same horrendous attitude to littering that certain areas of Blackburn have, the governments litter department would have to employ as many people as the NHS.

There are certain things in society that are down to the sense of civic duty of the populace. Littering, obeying the highway code, declaring all forms of income on tax returns, noise pollution, fly-tipping etc are things that its impossible to control if enough of a populace are dead set on being selfish assholes about it.

But how do you maintain civic duty when about 10% of the populace weren't born here. With increasing difficulty.

i was told a few years ago by the traffic wardens they are not allowed up the ranges for this exact reason...here we are 7 or 8 years later and its even worse. I was driving thru last week and its sad i know but i counted over 100 cars on yellow or illegally parked.
Don't the Police get involved either? They should. If not then where will lawlessness end?

You're lucky you have a street cleaner - but there are so few of them and in many places they just don 't exist any more. The local council have given up, saying they can't afford it. We don't need a sovereign wealth fund to pay for a national clean-up - £100 million should do it, the price of one DUP MP propping up this government
Binning off the MEP's and associated costs might help fund it eh.
However.... what is wrong with forming a local team of volunteers? Retired folk, unemployed, schoolchildren etc could do a couple of hours at a weekend and then have a brew and biccies in the church hall. I organised such a few years ago to clear the verges in this area and the locals had a whale of a time (no one's organised it since though). Stuff like that does wonders for community spirit now that on one goes to Church and the pub anymore and kids are just booted out of a car at the school gates.

10% is prob an average. Far far higher on the enclaves which have formed e.g. Blackburn.

It's breaking the law and they are law enforcement officers. I'm sure if they receive a complaint that they have to act on it.

It has to be a serious offence before they will prosecute a Muslim. They get so much shit from the rest of the buggers that they don't consider it worthwhile. Kick one and they all limp. It's a bit of an exaggeration to say they get away with murder but close. I'll cite the grooming of young white girls as an example.

You get what you pay for I'm afraid. Cut back on street cleaning and you get filthy streets. Reduce spending on education and you get an ignorant, poorly trained populace; slash police numbers and you get rising crime figures.

People have to decide what sort of society they want to live in - low taxes and public squalor, or higher taxes and good public services.

Have you ever been to Blackburn? You'd have to be mad, blind or adhering to a particularly absurd level of political correctness NOT to link immigration with littering.

I've a friend who's at the "refugees welcome" placard-waving level of social justice warrior, been on the odd march and everything. And even she will admit littering and bad driving are cultural problems in the Asian community.

She will of course then qualify it by saying all communities have problems. Which is fine, obviously I agree. Antisocial drinking or absent fathers are problems particularly associated with the white community.

Your faction's level of free speech restriction that won't even let people point out the absolute bleeding obvious is exactly what caused UKIPs rise and Brexit's win.

Should be rolled out across the country. Stuff like that can be fun if there's enough of you and it's just a couple of hours with a brew and biccies / cakes at the end of it. It's not work if you enjoy doing it. Pulls the community together too which is a bit of an intangible benefit.
I organised a local Sun morn session to clear the sycamore saplings that were growing at the side of the road and also to tidy the verges. Nice weather and everyone enjoyed it whilst all the women folk couldn't wait to get the kettle on.

Great scheme in Norway . I’m sure it helps to keep towns & cities free of plastic bottle litter . Blackburn’s streets are drowning in throw away single use plastic . Question is , will residents think it’s wortwhile to collect the deposit or just throw the bottles out of their cars like they do now? I’d be tempted to start the deposit at 50p to make it worthwhile

A return to glass (100% recyclable) bottles would be a big help
