So why wouldn't there be some process for "incomplete paperwork" to be dealt with before handing out zero ratings?
If it's the majority of cases - as you are saying - then this makes a mockery of the ratings system.
It also runs an incredibly large risk of ruining someone's business just because they didn't complete the paperwork, which doesn't seem credible or factual.

Anyone looking at Checco's rating of zero might well say they won't be going again. This rating would be a nightmare for the owner and would be fully deserved if he had extremely poor hygiene.
If, however, he had simply forgotten to complete some paperwork it would be a travesty and the owner might well have some legal recourse. So, I think it doesn't "usually mean paperwork or something wasn't completed".

There is little need for sympathy. Anyone owning a food outlet should be fully aware of the commercial need for compliance. They've been in place long enough.
btw Might be good to have a 'key' put alongside each establishment too e.g. 'v' for vegetarian, 'h' for halal and 'wf' for non halal.

Certainly if the food is halal that should be made absolutely clear. Many of us have strong objections to that method of slaughter and should be warned before using a restaurant or takeaway.
